what does 'Report Period' field do in Availability report (2.x) ?

Right in one.

Availability for the "none" time period is 0%, since it has been up a 
total of 0 seconds (division by zero workaround makes it 0% available),

Indeed. I believe it was Mikael Medin who wrote the patch to introduce it.

Incidentally, we patch out "None" when no timeperiod is selected, so as 
to not introduce "None" vs "none" problems, but that's just cosmetics.
