I set  retain_state_information=0 in nagios.cfg, moved the file and
rebooted.

And thats where it stops and locks.

Executing from the command line returns the following.

support# /usr/local/libexec/nagios/check_dns -H www.yahoo.com -s 210.8.36.2

DNS OK: 0.417 seconds response time. www.yahoo.com returns
209.131.36.158|time=0.417421s;;;0.000000

If I hash out that service, the next service listed does the same thing.
