Notify by service email

Is anyone else successfully performing this type of operation?  Or is
this a bug in Nagios 3.0.3.

You should post the version of Nagios you have questions about.

You should not be using quotes in your definition.  These are normally  
defined as illegal macro characters (along with `~$^&"|'<> ) in your  
main config.  This may fix your problem.  Check out the docs on  
"understanding macros" for your specific version of nagios.  For 3.x
