the same results.

I am running version 3.0.3.

You should not be using quotes in your definition.  These are normally  
defined as illegal macro characters (along with `~$^&"|'<> ) in your  
main config.  This may fix your problem.  Check out the docs on  
"understanding macros" for your specific version of nagios.  For 3.x
