Hi Jeff,
You should post the version of Nagios you have questions about.

You should not be using quotes in your definition.  These are normally  
defined as illegal macro characters (along with `~$^&"|'<> ) in your  
main config.  This may fix your problem.  Check out the docs on  
"understanding macros" for your specific version of nagios.  For 3.x http://nagios.sourceforge.net/docs/3_0/macros.html
