The lockfile isn't in the "rw" directory, as you currently have it
configured. Just to cover the basics, is the Nagios user able to write
to the directory '/var/spool/nagios'? Write to that file? On shutdown,
Nagios will remove the file and will need write permissions to the
directory to re-create it.
