Password Issue on CGI's

Did you restart nagios and httpd?
 
Also, you mentioned "use_authentication=1 to try to even stop the passwords" in your post.
 
This should be set to "0" to bypass authentication.

I followed this link

and then went to http://localhost/nagios/index.html
 
Clicked on the links and started being asked for a password. I didn't set a password so I then figured out how to use htpasswd to set passwords. 
 
The password would not work so I followed this link:

Now I am still being asked for a password and can't get by the logon. I set the configuration file for Nagios for use_authentication=1 to try to even stop the passwords from being asked. How can I get away from this password issue?
 
Any suggestions would be greatly appreciated.
