Greg,
     Just at a first glance, perhaps Nagios doesn't just automatically 
assume that everything was setup correctly and that all of the hosts 
being checked actually exist and are also setup correctly.  However, one 
would have to actually dig through the code to find out what the 
developers actually had in mind.  I wouldn't be too concerned, since as 
you noted, the tally becomes functional minutes later as the passive 
checks begin to filter in.
