Logs not logging notifications

In version 1.2 running on SuSE 9.2 installed via SuSE distribution
packages, I have log_notifications set to 1. But the only thing I'm
getting in the logs is startup and shutdown messages. I also have all
other loggings enabled, but only get startup and shutdown messages. Is
there somewhere else to set for this to happen?
