no contact_groups in hosts.cfg

Just FYI: with 2.0 it's no longer important in which files you put your 
definitions, as long as they are referenced by the main config file.

Several ideas:
Use commands that don't do anything
Use notification_periods that have no "active" times
Use notification options that don't notify
