Nagios restart mucks with service check schedule

Well I know this has been added in 2.0 at least if that's any
consolation. 

# MAXIMUM HOST CHECK SPREAD
# This variable determines the timeframe (in minutes) from the
# program start time that an initial check of all hosts should
# be completed.  Default is 30 minutes.

max_host_check_spread=15

As to making this happen in 1.2, maybe someone with more of a clue than
me can tell you if a modified host or service interleave can force this
behaviour?
