web interface problem

There is only one process on it. Here is my result:

[root at project /]# /etc/rc.d/init.d/nagios stop
Stopping network monitor: nagios
[root at project /]# ps axu | grep nagios
root     16264  0.0  0.1  1736  592 pts/0    S    12:22   0:00 grep nagios

I only set the following command in cgi.cfg:
main_config_file=/usr/local/nagios/etc/nagios.cfg
physical_html_path=/usr/local/nagios/share
url_html_path=/nagios
