Service check stops

Hi! We have an enviroment with about 550 service checks on 450 hosts.
When setting the inter-delay check method to "smart" Nagios runs all
my tests once and then stops. 

I've now configured the inter delay check as;
  inter_check_delay_method=0.15
  service_interleave_factor=s
  max_concurrent_checks=0
  service_reaper_frequency=5
