Host stuck in scheduled downtime

The symptoms of this problem seem to have changed now.  I can set the
downtime for a host from the cgi interface, and the comment appears in
the host detail.  However, I never see the message "Host has entered a
period of downtime." message.  I also receive messages about down
services on the host.
