Host stuck in scheduled downtime: Steps to re-create

I can recreate the condition that causes a host to stay 'stuck' in
downtime:

1. Bring down a host.
2. Let Nagios notice the down.
3. Set a variable downtime from the cgi of, say, 30 minutes.

In the above scenario the downtime will not go away 30 minutes after the
host first transitions to down.  The downtime does not clear even after
a two hour window expires. 

I have not attempted this in Nagios 3 yet, so I'm not sure when this
issue might have been introduced.  I don't recall Nagios 2 behaving this
way. Is this a change in behavior or a bug?
