Enable CGI authentication. Since CGI users can only see hosts and
services that they are authorized contacts for you can create a generic
user that they log in as that is a contact for the logical groupings and
have another that is a contact for the other hostgroups or even all
hostgroups. There's great flexibility with this approach down to
allowing users to see just the individual machines and groups they are
responsible for or all the machines simply based on the login
information.
