Configuration changes not taking effect after restart of Nagios

There are three separate sensible explanations for that.

You have, at some time in the past, created an objects.precache file and
Nagios is restarted with being asked to use the precached file.

Something regenerates the configuration behind your back, overwriting
your changes.

A separate Nagios process is running, triggering alerts for the faulty
team while the restarted Nagios ticks on just fine.
