Fake host/services

I known that's is a solution but, it's not so simple because we have many
hosts on many location, in some those location we don't have the control of
what we monitor (just ping), so if the administrator of one server turn it off we
don't want nagios forget other server. We thinking to use the network
switch to do that, but sometime the network switch can be change, etc...
Because of that I like to create a fake host for only the power purpose and
don't want put this test on other server.
