Host and Service Dependencies

you could try an all encompassing dependency :

 define servicedependency{
        host_name                  *
        service_description             PING
        dependent_service_description  	*,!PING
        execution_failure_criteria      c,p,u
        notification_failure_criteria   c,u,p
        }

This will make every host (*) have all it's services dependent on the PING service .

It might not do the trick you want , but it's a place to start.
