Nagios 3.1.2 - Tactical Overview - Network Health - query

The Network Health display - Host Health & Service Health are always
coloured green even though there are Host and Services issues i.e. in
error condition or off-line.
 
Where should I go looking to have this section of the web status summary
page track the overall status of the network i.e change colour please? 
 
The Hosts, Services and Monitoring Features appear to be working
correctly as they change colour and present summary information of any
change in status.
