If you want to change that functionality you will have to modify the  
relevant cgi source code before you compile.  C code and HTML are a  
tough mix.

But Nagios does offer a less used feature of setting your own custom  
headers or footers.  http://nagios.sourceforge.net/docs/3_0/cgiincludes.html 
   Also you can change a lot through a custom style sheet.
