Possible to create manual event handlers for use in WAP interface?

Would something like this be possible:

1.  Service is down hard, fails 3 successive checks.
2.  Admin is alerted via SMS/email and clicks on WAP browser link on
his mobile device.
3.  Acknowledges problem, clicks button to restart service on host.

Is there a way to create a "manual" event handler that will work this way?
