migrate 2.9 to 3.0: check configuration failed

strange, as i retry this evening, `nagios -v ...` now gives me error lines.
i believe i only change some permissions.

does nagios give some warning if it can't access some files ? or if
permission directory is incorrect ?
Maybe a warning could help
