Probably because 1/2 the world was still asleep when you posted.  
Probably because replying to list postings is not a priority for  
anyone here. Probably because the behavior you're stating is highly  
unusual given the facts you've presented. Probably because you haven't  
provided any relevant information about your actual configuration  
(host, service and contact configuration samples).

Your 'ideal' example is what nagios does, be default. At this early  
hour I can't think of anything that could cause the behavior you say  
is happening outside of having multiple nagios daemons running at the  
same time or having 'is_volatile' enabled.
