To add more info:

I have the account and group set as shown here.

# grep nag /etc/passwd
nagios:x:501:501::/home/nagios:/bin/bash

# grep nag /etc/group
nagios:x:501:
nagcmd:x:502:nagios,apache

pretty much that's how it's outlined in the documentation.
