To do exactly what you're asking for, you'd need to use a combination of
the "negate" plugin (included in nagios-plugins) and adaptive monitoring
(http://nagios.sourceforge.net/docs/3_0/adaptive.html
<http://nagios.sourceforge.net/docs/3_0/adaptive.html> ). 

 

However, depending on your network, you may find it better to monitor
the routers in a normal way using loopback IP addresses and monitor the
status of ISDN interface with check_snmp_int.pl from
http://nagios.manubulon.com/snmp_int.html
<http://nagios.manubulon.com/snmp_int.html>  to avoid complicating your
Nagios config any more than you have to.
