About passive check

Hello Thomas,

I am planning to use this feature in the cluster environment.

>It is pending when you start nagios, before a check is entered.

The idea is :

1. Enable active checks for servers that are in RUNNING status.
2. Disable active checks for servers that are in WAIT status.
and set the Service Status "PENDING"
