Can NAGIOS check HOST via PROXY ?

You'll need to tell us more about the proxy host and what you're wanting
to check on the remote hosts to get a definite answer but, if the proxy
is a linux box you could use NRPE to launch checks of the remote boxen
from the proxy. A few examples --

Nagios         Proxy        Remote Server
Check_nrpe -> check_ping -> server ip
Check_nrpe -> check_http -> web server
Check_nrpe -> check_nrpe -> check_disk
