Disable service_notification_commands

notification commands is mandatory according to the latest doc for 2.x:
http://nagios.sourceforge.net/docs/2_0/xodtemplate.html#contact

You can use "host/service_notification_period none" or
"host/service_notification_options n" to avoid notifications.
