watching Layer 2 device

Hello!

ARP is to match IP addresses to layer 2 addresses. IP addresses
are layer 3. No IP, no ARP. Sorry.

If the layer 2 device in question is a bridge, you could
watch if it emits BPDU frames regularly and raise an alarm
if it doesn't for a defined period of time.
