Yes, define your facilities guy as a contact and set his notification_options to only 'c'. 
 
If you want him to only get notifications for that one service, you'll probably want to give him his own contact group and specify it accordingly in the contact_groups of that one service definition (the docs should explain how to do this).

Is there a way to setup nagios to notify particular groups/users based
on the nature of the check?  For example we have a temp/humidity monitor
that I want to be able to setup notifications to just our facilities guy
if the check_snmp output hits the CRITICAL threshold, but notify all of
my staff for WARNINGS.  Is this possible?
