Need some help regarding with tomcat server

Hi,

# /usr/local/nagios/libexec/check_tcp -H <IP address>
Connection refused
# /usr/local/nagios/libexec/check_tcp -H <IP address> -p 5
Connection refused

Please let me know why i am getting Connection refused and showing the
status as critical in web interface.
