bug with a cyrillic text in host alias

sending e-mails with a text in KOI8-R from shell (using mail command) 
works perfectly.
Dumping the text of e-mail with notifications to file shows that text 
with broken KOI8-R text of HOSTALIAS goes from NAGIOS.
Also, I use inserted a text in KOI8-R (russian word instead of "Group: 
") to host-nofity-by-email command and it's shown correctly in 
message.
I had same problem with statusmap.cgi. A function that parses plain 
text to HTML compartible breaks KOI-8 text to unreadable. I turned off 
that funtion.
