I don't think the TAC view is meant for this. I would expect a NOC to use
the host and service views with the proper filter. Pretty much like the
default "Service Problems" and "Host Problems" menu items.

If Nagios is this important to you it should not be that hard to find
someone to write a tac.cgi variant with your custom filters build in or
available as option.
