Pickup the network diagram and track the path. A lot of switches and
routers may show more latency on a ping to them then on traffic through
them. They considere ICMP traffic to the switch to be less important.

If you network is considerably larger then a single switch you want to use
a tool like cacti and monitor bandwith usage on your trunks.

Ping is a very poor substitute for measuring your network bandwitdh. But
so is Nagios. You need a tool like cacti to solve this part of the puzzle.
