external command not working

Just want to know how can I configure CGI web interface to use external command?
 
 I enable check_external_commands in nagios.cfg and allow user in cgi.cfg to use external commands.
 Problem is whenever I did this step, web interface shows an error but when I turn it back to default, it goes back to normal.
 
 It seems I dont have /usr/local/nagios/var/rw/nagios.cmd. I created rw dir but how can i get or make nagios.cmd?
