That's a gross generalization, wouldn't you say? I don't think we have a
big problem with it at all, IMHO. How would you propose such a policy be
enforced? I'm not aware of any Mailman configuration option to
automagically prevent digest subscribers from posting.

I prefer the use of killfiles for abusers or miscreants myself ;)
