Yes, it means that 1.4% of your checks aren't running properly if
they're supposed to have an interval of less than an hour.  Normally
this number represents your passive service checks.

Check execution time is the duration of the plugin runtime.  Latency
is how long after the scheduled check time that the check started
running.  Latency is the critical number to keep low Nagios working
properly.
