Event_handlers service and host notifications

Hi,

is it possible to tell nagios not to call a service event_handler 
for services which are down/critical etc, if the host is also down
and a notification was for this was send out (the host event_handler
was called). For the normal email notifications, it seems to work out of
the box, but it doesnt for event_handlers as it seems. Any things you
can recommend?
