Alternately, or in addition, the MTA on your nagios box needs to be
configured to smarthost all outgoing mail through your Exchange box if
you have restricted its ability to communicate outside of your
organization in any way. As was mentioned previously, this is certainly
an MTA issue or a security policy issue, not a Nagios issue per-se. You
should be looking to the documentation for whatever MTA you are using on
your Nagios box and/or determine what is restricting the MTA from
sending mail outside your organization (mail server logs can be useful
for that).
