Check commands - connection refused

Nagios: 1.2
Plugins: 1.4.2
Fedora Core 4

I have a number of check_http commands which when I run them from the command
line (as user: nagios) give an HTTP OK result. When nagios runs them i get a
Connection Refused message.

is is configured in checkcommands.cfg:

check_http -H $HOSTADDRESS$ -p $ARG1$ -u
"/action=query&text=test&maxresults=1" -s "SUCCESS"

or as an example test from the command line:

check_http -H 10.1.1.1 -p 9002 -u "/action=query&text=test&maxresults=1" -s
"SUCCESS" 

The hosts themselves that are being checked are accross a VPN on a different
network. Will this affect Nagios' ability to check them (there are no
timeouts)? The same check on similar hosts on the local network all work fine.
