Want to monitor Oracle , without running scripts on the Oracle Server

Just write a plugin for it. nagiosplug.sourceforge.net has the developer 
guidelines which tells you everything you need to know, really.

You might want to try www.nagiosexchange.org first though, since I 
imagine you aren't alone with this request.
