NC_Net config question

Sorry for the confusion the active checks are currently starting only
at startup of NC_Net.

The port of the active checks for NC_Net currently needs to be
modified in the startup.cfg prior to starting NC_Net.  However,  the
passive check port may be modified using the active check command
CONFIG.
