Nagios reports state 'up' but tested

Hi

I run Nagios Version 2.0b2.
When turning off a tested host, Nagios reports this host on the status
map with state 'up' although the host is down. The host' services
(e.g. simple ping test) are reported 'critical'. 
This is somehow confusing.
Is this a matter of configuration?

Please help. Thank you.
