Nagios 1.2, problem with SCHEDULE_FORCED_HOST_SVC_CHECKS external command

hello,

I use Nagios 1.2.
when i "Schedule a immediat check of all services on this host", nagios
check also the service with "service check" flag off.
It is a bug?
