That should be;
bin/nagios -v etc/nagios-mini.cfg   # for the preflight check
bin/nagios -d etc/nagios-mini.cfg   # for the daemon mode

I'm not sure where the init script is on Linux; on Solaris it's /etc/init.d/nagios stop|start|restart, which is what I use after the -v iteration, as the nagios user.

My Sun box does not leak 2.03b, and plugins-1.4, according to my daily sar output.
