starting of nagios during reboot

I set Selinux to 'disabed', but I get the same error message, in 
/var/log/messages as above after rebooting
It it also saying that I don't have a /etc/nagios/contactgroups.cfg , 
which is true , the files is not
in /etc/nagios/ what do I do to correct that ?
