Nagios is compiled to look for it in /usr/local/nagios/etc/cgi.cfg so
that's where it needs to be. Your http error logs almost certainly
provide more information but the most likely problem is that the user
your web server is running has does not have read permissions to the
file or directory. You will also need to edit that file if you haven't
already.
