Limited view guest

Is there a way to add someone to a contact group, but not give them the
ability to send commands?

I really like how nagios 2.0b2 limits contactgroup users views, Is there
a way to make a limited view that is read only? As oppossed to setting
up a guest account that can see every host and every service?
