check_cpu: "no output returned from plugin"

The default check timeout is 10 seconds, so that shouldn't be
your problem. Anyway, if it times out then it will report a
timeout.

No Output From plugin means that the plugin had no output. That
could indicate a plugin error, so perhaps the plugin is having a
problem execeuting vmstat.
